OpenAI announced on 23 September 2026 that ChatGPT Ads are rolling out in Singapore, Indonesia, Malaysia, the Philippines, Thailand and Vietnam, alongside Taiwan. This opens a new advertising channel for businesses in Southeast Asia. OpenAI now lists all six markets as available for self-service Ads Manager, but the billing legal entity must be based in an available country and the individual advertiser account still needs to complete onboarding. OpenAI's Southeast Asia announcement and its Ads Manager availability page are the sources to check before you commit a launch date.
The short answer: Create a business advertiser account at ads.openai.com, complete billing and verification, build a campaign with an objective and budget, organise ad groups around customer needs, add helpful creative and landing pages, submit for review, then measure actual business outcomes. If self-service is unavailable for your legal entity or account, use the sign-up path and check the available OpenAI sales or partner route. Do not create an account under a different country to work around eligibility. OpenAI account setup; OpenAI quickstart.

What are ChatGPT Ads?
ChatGPT Ads are sponsored placements shown below ChatGPT responses to eligible users. A standard ad can include an advertiser name, logo, headline, description, image and landing-page link. OpenAI says ads are labelled and separate from the answer; buying an ad does not buy a mention in ChatGPT's answer or improve a brand's organic ranking. Ads may appear to eligible Free and Go users, while paid plans such as Plus, Pro and Business are ad-free. OpenAI's advertiser basics; OpenAI's launch announcement.
That distinction shapes the strategy. Paid ChatGPT advertising helps a relevant offer appear as a clearly marked placement while someone explores a problem. Organic AI-search visibility is the separate work of making a brand's pages and evidence useful enough to be found and cited in answers. A sensible plan can include both, but the results must be measured separately. For the organic method, see our guide to ranking on ChatGPT and AI search service.
Are ChatGPT Ads available in Singapore and Southeast Asia?
OpenAI's 23 September announcement names six Southeast Asian markets: Indonesia, Malaysia, the Philippines, Singapore, Thailand and Vietnam. It also names Taiwan, which is part of the expansion but not Southeast Asia. OpenAI says advertisers can work through its Ads Solutions team, named agency partners and technology partners, while self-service Ads Manager is available to eligible businesses. Source: OpenAI.
Access check as of 24 September 2026: OpenAI's self-service country table, updated today, now marks Indonesia, Malaysia, the Philippines, Singapore, Thailand and Vietnam as “Available.” The legal entity being billed must be based in a listed country. Your account still needs its own onboarding and verification before you can run ads. This country list changed after our initial research, which is why we check the live OpenAI page before making launch claims.
An agency can help with strategy, creative, landing pages and campaign operations after the advertiser has an eligible account and grants access. OpenAI's ChatGPT Ads Manager setup guidance says agencies cannot create a client business advertiser account on the client's behalf through that flow; the client can invite the agency after creating the account. OpenAI account setup.
Check whether your category is allowed
Market access does not mean every product can advertise. OpenAI's ad policies say the early programme focuses on categories such as consumer goods, local services, travel and experiences, and digital products or education. Financial-services and health-services ads outside the US are generally prohibited; legal-services ads outside the US are currently prohibited. Gambling, tobacco and political ads are among the prohibited categories. Check the current policy and your exact offer before producing creative or committing media spend. A permitted headline cannot lead to a landing page that promotes a prohibited offer.
How to run ChatGPT Ads: the practical setup
1. Decide what a useful outcome is
Pick one commercial action you can actually measure: a qualified lead, booking, product purchase or relevant page visit. Start with the customer problem and the landing page that solves it. A generic brand-awareness message sent to a generic homepage gives the system and the visitor little to work with.
2. Set up the advertiser account
Sign in at ads.openai.com with a work email. Confirm the legal business name, website, business country, currency and time zone before submitting; OpenAI says some of these settings cannot be changed later. Add billing, complete identity or business verification and invite colleagues once access is ready. Creating an account does not itself guarantee campaigns can serve. OpenAI account setup; quickstart.
3. Choose a campaign objective and budget
OpenAI currently documents Views for impression-based buying, Clicks for traffic and Conversions for supported conversion events. A conversion-optimised campaign needs conversion measurement configured first. Set the campaign dates, eligible countries and, where useful, platforms such as desktop web or iOS. New self-service accounts may initially be limited to their home country even if the interface shows other supported countries. OpenAI campaign guide.
Check the live minimum and billing currency in your account before setting a test budget. OpenAI's campaign table listed a S$4 minimum daily budget for SGD accounts on 24 September 2026; that is a platform minimum, not a recommended test budget or expected cost per result. Daily budgets are an average over a seven-day period; a particular day can spend more than the selected daily amount, subject to OpenAI's documented limits. For a firm cap over a defined test, review the campaign-total option and its rules.
4. Build ad groups around customer needs
An ad group is a set of ads for one product, service or customer need. A Singapore travel company, for example, might separate “family weekend escape” from “corporate offsite planning” because the questions, imagery and landing pages differ. These are illustrative themes, not evidence of a live campaign.
OpenAI lets advertisers add context hints describing situations where the offer may be relevant. Think “family-friendly hotel near Singapore attractions with connecting rooms” rather than a broad phrase like “hotel”. Context hints are not exact-match keywords or guarantees of placement. OpenAI ad-group guide.
5. Write and produce ads for the decision moment
For each ad group, prepare distinct headline, description and image angles. State the offer plainly, explain who it helps and make the image match the promise. A useful ad answers the buyer's next question; a vague “discover the future” line usually does not. Send it to the most relevant product, service or offer page. OpenAI recommends multiple meaningfully different variations and warns that creative and landing pages must follow its ad policies. OpenAI creative guide.
For Southeast Asia, adapt the actual offer for each market: currency, delivery geography, language, service availability and cultural cues. Translation alone is not localisation. Review every claim and image against the landing page before submission.
6. Make the landing page and tracking ready
Your landing page must load for real users and OpenAI's ad-review crawler. OpenAI says OAI-AdsBot is required for landing-page validation; it recommends allowing OAI-SearchBot as well. A robots rule, firewall, CAPTCHA or geo block can prevent review even when the page works in your browser. OpenAI crawler guidance.
Add clear UTM parameters to destination URLs so you can identify paid ChatGPT traffic in your analytics. For on-site outcomes, OpenAI documents its Pixel, Conversions API or both; using the same event ID across both paths helps deduplicate events. Check privacy notices and required consent before sending conversion data. OpenAI conversion measurement.
7. Submit, monitor and improve
Submit the campaign and ads for review. Once approved and active, check whether ads are serving, rather than assuming approval equals delivery. In Ads Manager, watch impressions, clicks, spend, click-through rate, average CPC/CPM and conversions where configured. OpenAI notes spend can lag behind clicks in reporting, so an initial zero-spend display is not proof that delivery was free. OpenAI quickstart; advertiser basics.
Compare ad-group themes, creative and landing-page outcomes against a defined test period. Keep the winning customer need and improve weak handoffs. Do not report an OpenAI-attributed conversion as incremental revenue without checking your own sales data and attribution limits.
What do ChatGPT Ads cost?
OpenAI supports impression-based and valid-click billing, depending on the objective and setup. Its current advertiser guide suggests a starting maximum CPC bid of US$3–US$5 for Clicks campaigns; that is OpenAI guidance, not an observed Singapore market price or guaranteed actual CPC. Minimum budgets and currencies are shown in OpenAI's live campaign documentation and your Ads Manager account. OpenAI advertiser basics; campaign guide.
The better question is what a qualified outcome is worth. Before buying, set a test ceiling, tracking plan and stop or improve rules. The media budget is paid for platform delivery; creative, landing-page and campaign support are separate work, scoped to the brand and markets involved.
Is there a launch promotion or ad credit?
Promotion check, 24 September 2026: The public OpenAI Ads landing page and the supplied Southeast Asia email landing link did not establish a universal S$350 spend / S$350 credit by 8 October offer when we checked them. Some offers may be shown only in an eligible account or email. Ask the advertiser to confirm its exact currency, qualifying spend, deadline and credit expiry in the original offer before budgeting around it.
OpenAI's Ad Credit Terms say the specific offer communication controls eligibility. The credit is for eligible future fees in the designated account and does not count toward the qualifying spend. Unless the offer says otherwise, credits expire 90 days after issuance and cannot be stacked. A promotional credit is not cash or a waiver of applicable tax.
A real example: what Newegg tested
There is too little public evidence yet to call any Southeast Asian campaign a proven local case study. One useful published example comes from Newegg, a US electronics retailer. In OpenAI's 17 August 2026 customer story, Newegg used an ongoing product feed to show relevant PC components and separate seasonal CPC campaigns for its Fantastech Sale. OpenAI reports 3× return on ad spend across campaigns over 28 days and 7× for the two-week sale campaign. Those are Newegg's reported results in that market and period; they are not a benchmark or promise for Singapore. OpenAI's Newegg case study.
The transferable idea is the structure: precise product information for specific buyer decisions, plus separate campaigns for genuine demand spikes. For a Southeast Asian advertiser, the equivalent might be a clean product feed, market-specific availability and a landing page that answers the question the ad raises. Whether that works must be tested on the advertiser's own data.
Your first-campaign readiness checklist
Before you buy media, make sure you can answer these ten questions:
- Is your business country and account eligible to buy in the market you want to reach?
- Is your product category permitted under OpenAI's current ad policies?
- Which single offer and customer decision will the first test address?
- Does each ad group have a distinct customer need and relevant context hints?
- Do the headline, description and image make a truthful, specific promise?
- Does the landing page fulfill that promise in the target market's language and currency?
- Can OAI-AdsBot reach the landing page without a CAPTCHA, login or firewall block?
- Are UTM parameters and the chosen conversion event working before launch?
- Is there a clear budget ceiling and a review date?
- Will the team judge qualified outcomes, not just impressions and clicks?
If any answer is unclear, fix that item before increasing spend. This checklist is also a useful brief for your internal team or agency.
Where AI Studio can add value
The most valuable work happens before an ad goes live: choosing the right customer question, making a useful offer, building a clear landing page and producing creative that earns attention without overstating results. That is where our AI ad creative work and organic ChatGPT visibility work meet this new paid channel.
For a brand that wants a focused first test, the ChatGPT Ads Readiness & Creative Sprint covers one offer and one market: a buyer-question map, policy and landing-page review, distinct ad copy and finished visual variations, market-fit checks, and a UTM/conversion measurement plan. Once the advertiser has an eligible account and invites us, campaign setup and optimisation can be scoped as a next step. A multi-market rollout, landing-page build and ongoing media management are quoted to the real scope.
If you want a second set of eyes on your first campaign, contact AI Studio with your website and target market. We can show what the test needs, what is already ready, and which creative or landing-page gaps are worth fixing. Your media spend and account eligibility remain with OpenAI.
Frequently asked questions
Can Singapore businesses advertise on ChatGPT now?
OpenAI announced the Singapore rollout on 23 September 2026. Individual access still depends on the advertiser's legal entity, account status, verification and the currently available route. Check OpenAI's availability page and Ads Manager rather than treating a press release as account approval.
Are ads on ChatGPT the same as ranking in ChatGPT answers?
No. Ads are labelled sponsored placements below responses. OpenAI says advertising does not influence its answers. Organic visibility requires separate content, crawlability, authority and measurement work. OpenAI's Southeast Asia announcement.
Do I bid on keywords like Google Search Ads?
ChatGPT Ads can use contextual signals and advertiser-supplied context hints, but OpenAI says those hints are not exact-match keywords and do not guarantee a specific placement. Structure ad groups around real customer needs and relevant landing pages. OpenAI ad-group guide.
Can an agency open the advertiser account for us?
In OpenAI's ChatGPT Ads Manager setup flow, the eligible business creates its own advertiser account and can invite an agency afterward. That keeps the account and billing with the advertiser. OpenAI account setup.
Do you have a Singapore ChatGPT Ads result to show?
Not yet. The regional launch is new. We have used OpenAI's clearly attributed Newegg example above to explain a campaign structure, and would report any future AI Studio client result only with permission and verified data.
